Ellen Chang

MBA in Finance and Marketing from The Wharton School (1998), a Master’s in Systems Engineering from the Naval Postgraduate School (2014), and a Bachelor of Arts in History from the University of Pennsylvania (1988). Her expertise spans across multiple sectors including defense, aerospace, venture capital, and biotech.

Currently serving as Vice President at BMNT and Head of H4XLabs, she had led government transformation initiatives, achieving more than 100% revenue growth and implementing innovative solutions for U.S. Navy programs. Her work has saved over $500M in budgetary costs through enhanced agility in operations.

In 2019, she co-founded Syndicate 708, an investment syndicate focused on deep tech companies, where she assisted startups in the space, digital, and autonomous systems industries in go-to-market strategies and fundraising. Their portfolio includes companies like Orbital Sidekick and Phase Four.

She is also a Managing Director for Defense Infrastructure at CapZone Impact Investments and sits on the board of Cypre Inc., a biotech company advancing cancer immunotherapy. In prior roles, she was Vice President of Operations at Cognitive Medical Systems, where she facilitated 300% revenue growth and laid the groundwork for scaling the company's commercial operations.

Additionally, she served as a Navy Captain in the U.S. Naval Reserves, retiring in 2018 after a distinguished career in naval intelligence. She also held leadership roles at Northrop Grumman, driving the development of unmanned systems and building a $1.5B revenue pipeline.
